Oceanside Mesa Garrison Force Main, Oceanside Mesa Garrison Lift Station, Mission Ave Lift Station Force Main Replacement, and Land Outfall Replacement Progressive Design-Build Project

Orion/TC Joint Venture has been awarded the Progressive Design-Build contract for the Oceanside Mesa garrison (OMG) Force Main, OMG Lift Station (OMG LS), Mission Avenue Lift Station (MALS) Force Main Replacement, and Land Outfall Replacement, with GHD serving as the design engineer. The Project includes installation of multiple parallel HDPE force mains ranging from 24-inch to 42-inch diameters, constructed primarily via open-cut methods with targeted trenchless segments to reduce environmental and community impacts. Upon completion, flows from the new OMGLS, Buccaneer Lift Station, and Buena Vista Lift Station will converge into the OMG Force Main and be conveyed to the San Luis Rey Water Reclamation Facility.
Villa La Jolla Storm Drain System Repairs

A sudden pipe collapse during record rainfall created a sinkhole in the middle of Villa Jolla Drive threatening buildings, critical public infrastructure, and public safety. Orion mobilized immediately with the City of San Diego to implement emergency stabilization, shoring, and permanent storm drain replacement.
East County Advanced Water Purification (ECAWP) Program - Package 4, Santee, CA

This project is package 4 of the East County Advanced Water Purification Project and delivers the brine-conveying and solids-dewatering liquid waste stream to the Point Loma Wastewater Treatment Plant. This integrates the regional solution to the management of brine and solids dewatering liquid-waste stream, increasing regulatory certainty and minimizing disruption to future East County AWP operations.
P-079 Potable Water Distribution Improvements at MCB Camp Pendleton

Integrating modern valves, appurtenances, and operational tie-ins, this project helped ensure resilience, efficiency, and adaptability for current and future mission demands. This project not only improves water delivery and storage source water but also enhances the overall operational readiness and sustainability of Camp Pendleton’s critical water infrastructure.

The project introduced high-capacity reclaimed water pipelines, wells, and reservoirs serving both the northern and southern portions of the base. Early design coordination with federal and environmental agencies ensured long-term sustainability and regulatory compliance.
