Design-Build P1046B Reclaimed Water Conveyance Pipelines at Camp Pendleton, CA

Orion led a design-build team with GHD to deliver new recycled water infrastructure (HDPE pipelines, pump stations, and reservoirs) for Camp Pendleton, providing sustainable aquifer protection, reduced reliance on potable water, and modernized distribution systems across the 125,000-acre base.

The project introduced high-capacity reclaimed water pipelines, wells, and reservoirs serving both the northern and southern portions of the base. Early design coordination with federal and environmental agencies ensured long-term sustainability and regulatory compliance.

Completed in 2023, the system features dual pump stations, advanced trenchless installations, and sonic-drilled injection wells. The infrastructure reduces saltwater intrusion, supports base water reuse, and has become a model for federal aquifer resiliency projects.

Through a collaborative design-build approach, Orion accelerated the northern alignment by eight months, compressing total completion by six months. Field investigations included 293 potholes and early geotechnical work to avoid unforeseen conditions, achieving zero utility strikes.

Scope: Design and construction of 64,000 LF of recycled water pipelines, two pump stations, 16 injection wells, six monitoring wells, three reservoirs, a truck fill station, and environmental restoration across northern and southern base regions.


Challenges: Multi-agency permitting, endangered species habitat, narrow traffic corridors, and deep HDD sections under Aliso Creek.


Results: Orion’s team installed 64,000 LF of HDPE pipeline, including six trenchless crossings totaling 8,800 LF HDD beneath rivers and archaeological sites—rehabilitated roads, built two pump stations and three reservoirs, 16 injection wells, and executed full revegetation certification in sensitive habitats.
