East County Advanced Water Purification (ECAWP) Program — Package 2, Santee, CA
Orion led the collaborative delivery for critical conveyance infrastructure for San Diego County’s first indirect potable reuse project, delivering dechlorination and conveyance systems through a progressive design-build partnership with GHD as the lead designer and the Joint Powers Authority as the client/owner.
The project provides a local, sustainable water supply for up to 30% of the county’s population by recycling and purifying wastewater for surface water augmentation at Lake Jennings.

Orion and GHD integrated the Joint Powers Authority (JPA) into early design development, facilitating stakeholder collaboration, six alignment review sessions, and extensive potholing to optimize utility and traffic coordination minimizing the impact to the public and affected stakeholders.
Construction reached 75% completion ahead of schedule, maintaining transparency through open-book cost modeling and delivering trenchless crossings, bridge spans, and standardized equipment across all packages. The collaborative delivery process allowed the team to identify and implement the best engineering solutions and find opportunities for project savings.
