East County Advanced Water Purification (ECAWP) Program - Package 4, Santee, CA
Orion led the collaborative delivery for PURE Package 4 consisting of the East Mission Gorge Force Main Rehabilitation, Wet Weather/Failsafe Force
Main, Regional Brine Line, and PD2 Force Main through a progressive design-build partnership with GHD as the lead designer and the Joint Powers Authority as the client/owner.


This project is package 4 of the East County Advanced Water Purification Project and delivers the brine-conveying and solids-dewatering liquid waste stream to the Point Loma Wastewater Treatment Plant. This integrates the regional solution to the management of brine and solids dewatering liquid-waste stream, increasing regulatory certainty and minimizing disruption to future East County AWP operations.

Orion and GHD continued the integration of the Joint Powers Authority (JPA) into early design development, facilitating stakeholder collaboration. This project was able to build on the processes put in place during Package 2 and incorporate lessons learned to facilitate a stronger team and a more cohesive project outcome.

The trust and results-driven mentality of the team has provided multiple opportunities to find savings in time and money for the client and constructor while incorporating stakeholder concerns to provide a robust project.

Scope: Construction of a new Regional Brine Line (RBL) to convey brine and solids dewatering liquid-waste stream produced by the advanced water purification treatment processes from the East Mission Gorge Pump Station (EMGPS) to the City of San Diego's South Mission Valley Trunk Sewer (SMVTS), the rehabilitation of the existing East Mission Gorge Force Main (EMGFM) which will serve as a wet weather/failsafe force main (WWFM) located in the City of San Diego and a portion of the City of Santee, and a new Padre Dam 2 Force Main (PD2FM) to convey redirected Padre Dam sewer flows from basins located directly south of Mission Gorge Road to the EMGPS.
Challenges: Multi-agency permitting, endangered species habitat, major traffic corridors, multiple deep HDD sections, and a large diameter system that must remain in service during construction.
