Scope: The Orion/GHD team was selected to perform the Design-Build replacement of 21,980 LF of existing asbestos cement (AC) water main with a new PVC water main, including associated water services, fire hydrants, curb ramps, traffic control, etc. It also includes the replacement of 2,140 LF of the existing 8-inch and 12-inch VCP sewer main with a PVC sewer main, including associated sewer laterals and manholes. The project included trenchless construction through environmentally sensitive areas.

Challenges: During the design phase of this project, the team identified a deep sewer section near a high-pressure SDG&E gas main, and it was in an area that could not be upsized using conventional open-cut techniques. The team used a progressive Design-Build partnering approach with the City to develop a combination of CIPP lining and open-cut re-alignments to achieve the desired final product and avoid delays from additional CEQA amendments.

Results: The project covered a large geographic area and affected many residents. Through regular coordination and communication, the Orion team kept impacts to a minimum and maintained uninterrupted service. The city received a much-needed infrastructure improvement in this area, and Orion worked with them and other stakeholders and agencies to keep construction moving when unforeseen issues presented.
