Orion/TC a Joint Venture begins
design and construction with the City of Oceanside

July 2022

Orion/TC a Joint Venture entered into an agreement with the City of Oceanside to construct the Progressive Design-Build of the Oceanside Mesa Garrison Force Main, El Corazon Lift Station, Mission Ave Lift Station Force Main Replacement, and Land Outfall Replacement.

This project will provide additional wastewater flow to the San Luis Rey Water Reclamation Facility (SLRWRF) for increased recycled water production. The project consists of 22” to 36” HDPE pipe installed in a mix of residential and cross-country environments, requiring a range of installation techniques. Two major trenchless portions are included–one under Highway 76, and the other under the San Luis Rey River. The Project will also include design and construction of the El Corazon Lift Station located at the former Garrison Elementary School.

The East County Advanced Water Purification Program broke ground on June 1, 2022. Marking the important milestone, Program partners Padre Dam MWD, City of El Cajon, County of San Diego and Helix Water District gathered to celebrate this key milestone on the project that will provide up to 30% of East County’s drinking water supply. Package 2 of this project has been awarded to Orion Construction Corporation. Package 2 includes designing and constructing a 10‐mile Advanced Water Purification pipeline, Dechlorination Facility and inlet to Lake Jennings. Package 4 of this project has also been awarded to Orion Construction Corporation. The Package 4 project will install a Regional Brine Line to convey brine and centrate produced by the advanced water treatment treatment processes from the East Mission Gorge Pump Station to a connection to the City of San Diego South Mission Valley Trunk Sewer. It also will rehabilitate the existing East Mission Gorge Force Main from the East Mission Gorge Pump Station to the City of San Diego North Metro Interceptor and approximately 3,600 linear foot pipeline extension, which will serve as a wet weather/failsafe pipeline, conveying future flows of up to 20 million gallons a day (MGD) (5.5 MGD peak wet weather flow and 14.5 MGD of emergency failsafe flows).
