Design-Build Demolish Sewer Treatment Plants 10, 11, 12 – Camp Pendleton, CA

This design-build project was for the decommissioning and demolition of three sewage treatment plants in Camp Pendleton, CA. The Navy tapped Orion to pioneer a truncated design-build process where the number of design submittals was reduced so the project could constructed quicker.

Orion abated hazardous waste, demolished above and below ground storage tanks and clarifiers, electrical structures, mechanical piping, vaults, and buildings. The sludge beds were dried and emptied throughout construction.


Design Build Advanced Water Treatment Plant – Camp Pendleton, CA

Orion built a water treatment plant and designed and built all conveyances in Camp Pendleton. CH2M Hill designed the treatment plant with Orion as a primary subcontractor constructing it. Orion designed and built the treatment plant’s conveyance system. This highly complex project required a multidisciplinary team to construct an operations building with chemical laboratory, two one-million-gallon bolted steel tanks, an underground sewer lift station, a chemical storage facility, a pump station, and to install over 90,000 LF of HDPE pipe, requiring directional drilling under multiple rivers and a freeway.

Weymouth Coagulant Tank Farm – La Verne, CA

This design-bid-build project was for the upgrade of the Weymouth Water Treatment Plant in La Verne, CA by installing new fiberglass and plastic chemical storage tanks and a shade canopy. Orion removed the existing tanks and their support structures. Orion installed and integrated the new tanks into the treatment plant on newly poured foundations and steel support structures. Substantial electrical and software upgrades were required for the new tanks.

Design-Build Otay Water Treatment Plant Sodium Hypochlorite Disinfection System Upgrade – San Diego, CA

This design-build project was to upgrade the Otay Water Treatment Plant’s disinfection system to ensure compliance with upcoming safety regulations regarding the storage of chlorine gas. Orion designed and constructed a new on-site Sodium Hypochlorite Generation System, a new containment tank farm, chemical storage facility, a brine storage tank, sodium hypochlorite tanks, and installed new SCADA relay systems.

The work was completed in phases to allow the treatment plant operations to continue during constructino. Phase I included the construction and startup of a temporary sodium hypochlorite system utilizing the plant’s existing infrastructure. Phase II included demolition of the chlorine gas system, containment farm construction, and installation of sodium hypochlorite generators. Phase III upgraded to the new chlorine dioxide system.

This project won the APWA Honor Award in 2017.
